Organizational Background

Election Observation Committee was created in 2013 by a group of members of civil society with the objectives of observing elections of all levels including federal, provincial and local level for the democratic credentials of their impartiality and fairness. As a non-governmental organization and vanguard for promoting and protecting the civil and political rights, it is basically guided with the democratic principles, values and ideals with a mission of advocating, protecting and promoting electoral rights of the citizen.  

Steered by its mission in achieving the set goals, in spite of observing the periodic elections, it conducts studies, meticulously analyze different aspects of electoral system, evaluates and suggests for their timely reform. As a civic body, also driven by conscience and moral values, the organization is bound for creating awareness through civic programs, educating voters encouraging them to use their electoral rights prudently.

Bound by its belief, as a responsible catalytic agent willing to see democratic process strengthened and its essence and value imbedded in the core of the system, the organization pursues for and advocates to the good governance as well.

Vision

The vision of the organization is to ensure the democratic rights of the people established and strengthened through the credible elections. The organization wants to see the people participated and fairly represented in the governance. For this, the electoral system of the country provide enough space with the adherence of and due respect to the Universal Declaration of Human Rights including the International Convention on Civil, and Political Rights.

The parties, including the election management body, government and the political forces, to the electoral law and procedures keep faith and respect in democratic participation and comply to ensure for impartial, free and fair election.    

Strength of the Organization

As EOC-Nepal is committed to its goals and mission, to practice democratic electoral system in the country, is manned with professional, experienced and dedicated personalities with a wide spectrum of scholarly background and affiliations with the civic organizations such as Administrators, Scholars, Lawyers, Human Rights Activists, Teachers, Social Workers, Gender Activists and Development Practitioners etc.  The Chairperson of EOC-Nepal has a long history of providing leadership to human rights organizations including the Amnesty International Nepal Chapter (1999-2003).

It is a lean organization with limited number of core staff however it has a pool of committed and motivated experts who could be mobilized at a short notice. It has necessary physical facilities such as office space, furniture, equipment and supplies to undertake assignments mentioned above.

The organization has conducted several election observations in the past and has also carried researched based studies. It has also brought out some publications as well.

Goal

Objectives

In a boarder sense, the objective of the Election Observation Committee Nepal is to work in the field of democracy, governance, right of the citizen, transparency and accountability. To this end, the organization is committed to conduct activities conducive with its ideals including observation, study, research, and advocacy as well as campaigns for educating voters. 

Elections:

  • To conduct overall observation of the electoral system and election process at all levels so that the elections are held in an atmosphere that holds the credibility of its outcome.
  • Ensure the conduct of election impartial, free, fair and credible.
  • Committed to advocate for following the due process and universally accepted norms and standard practice in order to uphold the democratic credentials of the elections.
  • Raise contemporary election related issues and other fundamental areas that have direct and indirect implications on election outcome.
  • To remain watchful on the activities of the state and non-state actors during election and compliance of legal norms that is applicable to all stakeholders.
  • To observe the use and misuse of media by all the stakeholders.
  • To be watchful on the roles and activities of the election management body with regard to elections.
  • To observe, study and collect circumstantial and substantial evidence whether the electoral atmosphere for voters’ safety are maintained and peoples’ confidence on the system is high.
  • To observe whether the civic and voter's education materials are precise, informative, and effective.
  • To observe and take note on election campaign finance.

Civic Rights:

  • Advocacy on political and civic rights in general and gender, minority, marginalized and deprived in particular.
  • Transparency and accountability of all the stakeholders including the political parties.
